Or you could redirect to a page or a pop-up with a message that the IP address is suspected of being non-human traffic and a number to call if not the case. That IP could then be removed from the target segment.

Put another way, if you include State is Alabama in your segment criteria, ONEcount will exclude all unknown users because there is no way for ONEcount to know the state of an unknown user.
